HRBL Rules

Article I. Introduction

The Historical Replay Baseball League is a baseball simulation league using Out of the Park 3. The HRBL will begin with the 1940 season and continue as long as interested owners can be found. Owners do not need to own OOTP3, altough owning the game will give some advantages, as would be expected. Owners are suggested to have ICQ for league communications, but again it is not required. All owners must have a valid e-mail address.



Article II. Simulations

Week long simulations will occur every day, Wednesday through Sunday. A two week break between seasons for the playoffs, coaches/scout hirings, free agent hirings, and the amateur draft will take place every season. This means a full year should take approximately seven weeks (five for the season and two in between seasons.



Article III. Owner Activity

All owners are required to remain active in the league to remain a league member. Owners will acquire points for the following activities:


1. Sending in a lineup - 1 point (max. 1/week, a week being defined as Wed.-Sun.)
2. Bidding on coaches/scouts - 2 points (sending in a "no bids" e-mail will suffice)
3. Bidding on free agents - 2 points (sending in a "no bids" e-mail will suffice)
4. Sending in a list for the amateur draft - 2 points
5. Running the league newspaper - 4 points (responsibility is given to one owner who shows interest, to be selected by the commishioner)
6. Writing an article for the league newspaper - 1 point (max 3/season, although please send in more, you just don't get any more points)
7. Winning a pennant - 3 points

An owner must acquire eight points during a season to stay for the next season unless an extenuating circumstance occurs in which case the Owners Committee will vote to determine if the owner may remain, with a 50% vote required to keep the owner in question.



Article IV. Owner's Committee

The Owner's Committee will be composed of the commishioner, current World Series champion, and the owners who are in the top 20% of activity points from the previous year. The inital committee will be made of the commishioner and the teams with the bottom three picks in the initial draft. The Owner's Commitee will be responsible for the following:

1. Approving all trades
2. Electing Hall of Fame members
3. Proposing any rule changes at the end of the season
4. Voting on overruling the minimum activity points on any owner
5. Approving any franchise moves



Article V. Financial System

The HRBL will use OOTP3's financial sytem. Initially all teams will be set to the following:

1. Stadium capacity: 45,000
2. Market Size: Average
3. Fan Loyalty: Good
4. Projected AttendanceRevenue : $20 Million
5. Projected Broadcast Revenue: $25 Million
6. Projected Merchandising Revenue: $10 Million

In addition, cash will be given to any team to cover their payroll for the first, and only the first, season. All other information can be found in the OOTP3 manual.



Article VI. Stadiums/Relocations

All initial stadiums will be the historical stadiums. Stadium dimensions and ratings can be found here. If an owner has not changed stadiums.

All stadiums will begin with 45,000 seats and may be upgraded to at most 70,000 seats. Addition seats can be purchased in 1,000 seat increments according to the following prices:


Building cost (charged each time capacity is increased regardless of # of seats) --- $5 Million
1st 5,000 seats (46,000 - 50,000 capacity) ---$1 Million per 1,000 seats;
2nd 5,000 seats (51,000 - 55,000 capacity) --- $2 Million per 1,000 seats;
3rd 5,000 seats (56,000 - 60,000 capacity) --- $4 Million per 1,000 seats;
4th 5,000 seats (61,000 - 65,000 capacity) --- $6 Million per 1,000 seats;

The year the seats are added, fan loyalty will drop one level to compensate for the increased distantce the average fan will sit from the game. Fan loyalty will move up a level, the following year.

A new stadium may also be purchased upon approval of the owners committee by the following pay scale:

Base Construction: $280 Million 35,000 seat stadium
Grass $10 Million
Turf $20 Million (only available after its invention in 1966)
Dome $40 Million (only availble after 1965)
Retractable Roof $60 Million (only availble after 1989)
Luxury Boxes $5 Million (max 30) (only available after 1989)
Each adds permanent 300k to merchandise revenue streams


A new stadium requires one season to build and 80% of the cost will be covered by the city the stadium is in. The remaining costs must be covered by the team as discussed below but the stadium naming rights may be sold for $10 million. Fan loyalty will increase two levels upon the completion of a new stadium. Stadium dimensions may be chosen by the owner (upon approval by the owners committee).

If an owner suffers three sub-.500 seasons or loses money for three straight years, he may ask the owners committee to relocate. The owners committee must approve any changes by a 75% vote. An owner may only relocate to a city which has had in the past or currently has a major league team. All owners who relocate will be required to pay a $10 million reloaction fee. An owner has two options when relocating:
1. Relocate immediately and use a pre-existing stadium. A pre-existing stadium is defined as a stadium which was in existence historically at the time of relocation. If a team relocates immediately then the Market size will be increased 2 levels (or to Average, whicever is better) and fan loyalty 2 levels (or to Good).

2. Relocate in one year and build a new stadium. New stadium prices are same as above. A team that relocates in one year will suffer a fan loyalty drop of 2 levels for the year they are a "lame duck" franchise but will recieve a 3 level increase in market size and fan loyalty upon

Payment for any of the above fees will occur over a 10 year interest free loan with 10% of the cost required every year. All costs will be distrubeted equally among the bottom 20% of the teams, as determined by record for that year.



Article VII. Trades

All trades must be sent to the owner committee by both owners. Trades will be enacted immediately, however if a member of the owners committee deems the trade unfair, it will go up for vote with a 75% vote of all owners on the committee not involved in the trade is required to veto the trade. Amateur draft picks may be traded up to two years in advance. Cash may also be traded.





Article VIII. Hall of Fame

At the conclusion of every year, all players who have been retired for at least one season will be included in an Hall of Fame vote by the owners committee. Players need 75% of the committee's vote to make the hall of fame and need 10%*number of year they've been retired to remain on the ballot for next year (i.e., Babe Ruth has been retired 4 years, he needs 40% to remain on the ballot).



Article IX. Ammendments

Ammendments to the rules will most likely be needed as I have never commished a sim league before and these rules may or may not work. The process for ammending the rules is as follows:

1. A member of the owner's committe may suggest a rule change at the end of the year
2. A league vote of 70% is required for the change to be enacted.
3. The commishioner reserves the right to veto any rule changes.
